His sister Elizabeth married his wife's brother, James A. Cockrill. William and Cynthia had at least 7 children and the last recorded mention of William Blackburn is in Allen County, Kentucky in 1850.

From the Allen County Kentucky (Order Book) Day Book 1826-1837, by Martha W. Jackson (Scottsville, KY, 1992):
  p. 117. September Term 1832: Ordered that WILL BLACKBURN, WILLIS CARPENTER and ROBERT BLACKBURN or any two settle the accounts of JOHN CARPENTER adm'r of STEPHEN BARNES decd. and report to the court.  
  p. 127. April Court 1833: Ordered that ROBERT BLACKBURN, JNO WRIGHT, WILL BLACKBURN & JNO BILLINGSLEY or any three after being first sworn do inventory and appraise the personal estate and slaves if any of JNO CARPENTER decd. and report to the court.  
  p. 139. December County Court 1833: Upon the application of MATTHEW MARTIN, ordered that WILSON CARPENTER, JOHN CARPENTER and WILLIAM BLACKBURN be appointed commissioners who in conjunction with WILL PAYNE surveyor to procession the land of said applicant on the Middle fork of Drakes creek and and procession the same according to law.  
  p. 142. March Court 1834: [Present JNO WHITNEY, JNO CARUTH, WILL FOSTER, SAML E. CARPENTER, WILL FITZPATRIC, ED MOTLEY, AMOS HARRIS, SAML HARSTEN, WILL HAM, LEE SWEARENGEN, ROBERT H. PARIS.] WILL BLACKBURN and ALLEN D. BERRY is recommended as fit persons to be made Justices of the peace in the place of SAML HENDERSON resigned, a majority of all the Justices in commission being present and concurring in said nomination.  
  p. 146. June Court 1834: [Present WILL FOSTER, JNO CARUTH.] The clerk will deliver to WILL BLACKBURN, Esq. the books and papers of SAM HENDERSON, Esq. resigned.  
  p. 149. September Term 1834: ANDERSON COCKRILL is appointed Constable in room of HENRY S. MITCHELL resigned whereupon the said ANDERSON COCKRILL took the Oath Required by law and entered into bond to the Commonwealth with ANDERSON HAMMETT, WILLIAM BLACKBURN his security in the penalty of $2000 conditioned according to Law.  
  p. 162. Scottville July Term 1835: LEMUEL SWEARENGEN and THOMAS SUTTON is appointed Judges of the approaching Election and WILLIAM BLACKBURN Clerk.  
  p. 165. October Term 1835: WILLIAM BLACKBURN is made administrator of the estate of JOHN H. MURPHEY Decd. and thereupon said BLACKBURN, JAMES HUNTS and JOHN CARPENTER his security in the penalty of $300 conditioned according to law and was sworn in to office.  
Listed in Marriage Records of Allen County, Kentucky 1815-1865, compiled by Ona A. Willoughby (Scottsville, KY: 1938), as the officiant for several marriages. Is also listed as William Blackbourn marrying Jane Goodknight, 11-16-1837, with "no return" as the officiant.
